देश के राष्ट्रपिता महात्मा गाँधी की जयंती के अवसर पर आज उनके नाम से किए गये राजस्थान सरकार के नवाचार पर बात करते है । सन् 2019 में राजस्थान की अशोक गहलोत सरकार ने गाँधी जयंती को विशेष बनाने के लिए उनके नाम से संपूर्ण राजस्थान में पहली बार इंग्लिश मीडियम सरकारी स्कूल खोलने की योजना शुरू की । 

सरकारी विद्यालयों को हीन भावना से देखने वालों ने कभी नहीं सोचा होगा कि एक दिन सरकार ऐसा नवाचार करेगी जिसके लिये सरकारी स्कूल में एडमिशन के लिए क़तारें लगेगी।कुछ साल पहले तक  सरकारी स्कूल का नाम सुनते ही ज़्यादातर लोग मुँह मोड़ लेते थे । हालाँकि कई सरकारी विद्यालयों में गुणवत्तापूर्ण पढ़ाई भी होती रही है लेकिन ऐसे विद्यालयों की संख्या कम होने की वजह से सभी सरकारी स्कूल हमेशा  आलोचकों के निशाने पर रहते थे ।

जून 2019 में राजस्थान सरकार के एक फ़ैसले ने संपूर्ण राजस्थान सहित देश के कई हिस्सों में हलचल पैदा कर दी ।भारत के राष्ट्रपिता महात्मा गाँधी की 150वीं जयंती के अवसर पर राजस्थान की गहलोत सरकार ने राज्य में सरकारी इंगलिश मीडियम स्कूल की घोषणा कर सबको चौंका दिया था । सरकार का ये फ़ैसला आमजन की कल्पना से काफ़ी परे था लेकिन साथ ही काफ़ी चुनौतीपूर्ण भी था । 19 जून 2019 को जयपुर ज़िले के कोटपुतली में, राज्य का पहला सरकारी इंग्लिश मीडियम स्कूल खोलकर सरकार ने शिक्षा के क्षेत्र में इस तरह के  नवाचार का पहला क़दम रखा । यह प्रयोग सफल होने के साथ ही कई और स्कूल की घोषणा हुई और 2023 आते आते तो राजस्थान में सरकारी इंगलिश मीडियम विद्यालयों की बाढ़ सी आ गई । पहले चरण में ज़िला  एवं ब्लॉक स्तर के स्कूल खोलने के बाद सरकार ने कई छोटे क़स्बों में भी इंगलिश मीडियम  स्कूल खोलकर ग़रीब तबके को मुख्यधारा की शिक्षा से जोड़ दिया ।

वर्तमान समय को देखते हुए अगर  ये कहा जाये कि इस दौर में अंग्रेज़ी मध्यम की शिक्षा के बिना विद्यार्थियों का भविष्य अधूरा है तो कोई अतिशयोक्ति नहीं होगी ।ऐसे में सरकार का ये क़दम उन करोड़ों बच्चों के लिये वरदान है जो आने वाले कई सालों तक इंगलिश मीडियम वाली शिक्षा से जुड़ने का ख़्वाब भी नहीं देख सकते थे । राजधानी जयपुर से लेकर राज्य के हर ज़िले के कोने कोने तक इंगलिश मीडियम स्कूल का खुलना एक तरह से शिक्षा के क्षेत्र में  क्रांति कही जा सकती है । हालाँकि इस बात से भी इंकार नहीं किया जा सकता है की राज्य सरकार ने आनन फ़ानन में बिना पूर्ण तैयारी के सभी विद्यालयों को उच्च माध्यमिक स्तर का खोलकर अंग्रेज़ी  शिक्षा व्यवस्था का ढर्रा बिगड़ दिया था लेकिन शीघ्र ही सरकार और विभाग ने  अपनी गलती सुधारते हुए नये विद्यालयों को प्राथमिक स्तर का रखते हुए स्थिति पर क़ाबू पा लिया और ना सिर्फ़ क़ाबू पाया बल्कि  एक और नवाचार किया,जिसके अन्तर्गत अब सरकारी स्कूल में भी छोटे बच्चों के लिए प्री प्राइमरी स्तर की शिक्षा व्यवस्था बाल वाटिका के नाम से शुरू की गई । इस नवाचार से नौनिहाल अब तीन साल से अधिक उम्र होते ही निजी स्कूल की तर्ज पर सरकारी इंगलिश मीडियम स्कूल से जुड़ गये जिससे ना सिर्फ़ वो मुख्यधारा की शिक्षा से जुड़े बल्कि उनकी नींव भी मज़बूत हो रही है ।

शिक्षा के क्षेत्र में राजस्थान सरकार का ये नवाचार सफल रहा है या असफल ,ये तो वर्तमान शिक्षा व्यवस्था का स्वरूप देखकर हर कोई अंदाज़ा लगा सकता है । फ़िलहाल के आँकड़े तो बताते है की महात्मा गाँधी स्कूल में एडमिशन के लिए विद्यार्थियों में भारी उत्साह दिखाई दे रहा है । ज़्यादातर जगहों पर लॉटरी और राजनीतिक एप्रोच से एडमिशन हो रहे है ।एमजीजीएस स्कूल का क्रेज ना सिर्फ़ विद्यार्थियों में है बल्कि शिक्षक शिक्षिकाएं भी इनमें जाने के लिए उत्साहपूर्ण नज़र आ रहे है । राजस्थान के शिक्षा विभाग में संभवतया ये पहला अवसर होगा जब शिक्षक-शिक्षिकाएँ बिना अतिरिक्त वेतन के इन विद्यालयों में आने के लिये अलग से परीक्षा और साक्षात्कार उत्तीर्ण करके यहाँ आ रहे है । मात्र तीन वर्षों में एक इंगलिश मीडियम स्कूल से शुरू हुआ क़ाफ़िला आज हज़ारों की संख्या में है और लाखों विद्यार्थियों का भविष्य सुधारने की और अग्रसर है । @नासिर शाह (सूफ़ी)
